The Twenty-First Century Enrollment Experience

The Affordable Care Act will accelerate the use of technology for
families and individuals to apply for, enroll in and retain their
Medicaid, CHIP and Exchange-based coverage through robust web-based
systems and electronic data matches to verify eligibility. It is
critically important that these systems be fast, friendly and easy to
use and deliver a first-class customer experience. This webinar will
explore a new project that will create the "user experience" -- that is
-- Enroll UX 2014. The project will provide federal and state
governments with a human-centered user experience (UX) design for
eligibility and enrollment systems that will connect families and
individuals with coverage. Join us to learn more about the Enroll UX
2014, particularly from the perspective of how the interface may work
for community-based organizations providing application assistance. We
will also review the significant federal financial support that will
help states upgrade and build new Medicaid eligibility systems, as well
as the new web portal to all coverage options through the Exchange.

Politics and Policy in Washington: Potential Impacts on Enrollment, Simplification and Coordination of Children’s Coverage

As Washington does what it does best – play politics and propose policy –
what impacts will there be on children’s coverage? Recent proposed
regulations on eligibility and enrollment in Medicaid, CHIP and the
Exchanges have significant implications for outreach, simplification and
coordination of children’s coverage as we approach 2014. All the
while, the nation’s process for addressing the deficit poses threats to
these critical insurance affordability programs. Join us for a webinar
to hear more about the opportunities and challenges that lie ahead.

Center on Budget and Policy Priorities will discuss how what’s happening
in Washington will affect your on-the-ground work in connecting kids to
coverage. We’ll also review the Urban Institute’s latest data showing
improved participation rates in Medicaid and CHIP based on an updated
study from the Urban Institute that proves all your great work at the
state and community level is paying off.

Simplification: What's Working in Getting and Keeping Children Covered?

This webinar focused on the simplification strategies available to
states to get and keep children covered. We learned more about the
national picture and which states have adopted various strategies, some
of the successes and some of the lessons learned. Speakers from Alabama
and Iowa presented on specific strategies that they have employed in
their states. Notably, both states have been rewarded for their
successes in this area by having received CHIPRA Medicaid performance
bonus dollars, with Alabama being awarded over $54 million in one year
alone.

Let's Not Forget About CHIPRA!

This webinar included a presentation about the new options states have
to improve and expand coverage for children through Medicaid and CHIP
through CHIPRA. Special attention was paid to how a state could earn
performance bonus dollars for making significant improvements to its
Medicaid enrollment through cutting red tape in its CHIP and Medicaid
programs. We heard from a Network member in Ohio about their experience
in undertaking such efforts and from staff the Centers for Medicare and
Medicaid Services about what they are doing to support states to do
more to reach eligible but unenenrolled children.

Robert Wood Johnson Foundation about their new research on eligible but
unenrolled children. There are two additional presentations about how
to reach uninsured children- one from Alison Betty at GMMB on new
outreach messages that have been developed based on new focus groups
with families and one from Colleen Chapman at the Georgetown Center for
Children and Families focused on potential vehicles and messengers to
reach these uninsured children and their families.
