Federal Actions Curtail State Efforts to Cover Uninsured Children
Last August, the Centers for Medicare and Medicaid Services issued a directive that imposes new administrative hurdles states must overcome in order to obtain federal funds to cover children in moderate-income families. States report that the new rules have already had a significant negative impact on children's coverage.
