Notes: These numbers represent monthly “point-in-time” enrollment. “Point-in-time” enrollment data reflects the unduplicated number of individuals enrolled in Medicaid or CHIP at a given point-in-time, such as on the last day of a particular month. Data as of December 2013.
Medicaid: States have been asked to separate out disabled children from their total child counts; disabled children counts are then included in the elderly and disabled category. Most states are able to break out that data. In 2 states (IL and WI) some estimation is required due to differences in report totals to determine the number of non-disabled children. The raw data for California does not break out non-disabled children. To make this measure comparable to other states, the ratio of all non-disabled children to all non-elderly non-disabled adults from an earlier time period (when the data was broken out) was applied to the non-elderly non-disabled group. Additionally, there are a relatively small number of enrollees for whom their eligibility pathway was not identified by the state. These individuals were included in the non-elderly adult counts unless they were clearly identified as children.
CHIP: The enrollment data include individuals covered under the unborn child state plan option. It also includes “stairstep children” in the 21 states that needed to transition older children from CHIP to Medicaid, regardless of whether the state transitioned early.
