Reauthorization of the Children’s Health Insurance Program Reauthorization Act (CHIPRA) was one of the first initiatives signed into law by President Obama when he first came to office in 2009. It extended funding for CHIP and gave states new tools to enroll uninsured children in coverage, allowing government to work smarter and respond better to the needs of children and families. An innovative performance bonus provision included in the law encourages states to reach out to more eligible children, making CHIP and Medicaid more accessible to families who qualify.
