Families at Risk: Implications of A Global Cap on Connecticut’s Federal Medicaid Funding

This issue brief focuses on how a global gap would fundamentally alter the financing structure of Connecticut’s Medicaid program, potentially leaving it with inadequate funds to meet the health care needs of its residents.

This issue brief is part of Families at Risk, a series of policy briefs exploring the consequences of changes to the Connecticut’s Medicaid system included in the state budget for fiscal years 2004 and 2005 and was funded by the Connecticut Health Foundation and the Anthem Foundation of Connecticut.
