The corporation selected to help manage Iowa’s controversial privatized Medicaid system has faced serious charges of mismanagement resulting in at least $23.6 million in penalties in more than a dozen states, a Des Moines Register investigation shows.

The lists of sanctions are important, but — because of inconsistencies among states in how Medicaid is contracted and monitored — comparisons are difficult, said Andy Schneider, an attorney and former adviser for the Centers for Medicare & Medicaid Services. He now works for the Center for Children and Families at Georgetown University Health Policy Institute in Washington, D.C.
“There is just enormous variation from state to state and even variation among plans within states because the plans may serve differing populations,” Schneider said. “Each state has a lot of discretion about what type of rules it sets up and what types of sanctions it applies,” Schneider said.
