CMS Gets Closer to Issuing Medicaid Block-Grant Guidance

CMS Administrator Seema Verma plans to issue a letter soon explaining how states could seek 1115 waivers to receive defined payments for adults covered by Obamacare’s Medicaid expansion, your PULSE author scooped.

But the plan is guaranteed to face immediate legal challenges, with advocates already staking out arguments against the idea. “This is the holy grail for conservatives who have tried to block grant Medicaid numerous times and failed – most recently in 2017 during the repeal fight,” Joan Alker of Georgetown’s Center for Children and Families told PULSE. “To call it executive overreach in this case is an understatement.”
