Congressional Democrats have released several recent proposals related to health insurance coverage and the COVID-19 crisis… The Heroes Act would further raise the temporary FMAP increase to 14 percentage points from July 1, 2020 through June 30, 2021. If the emergency extends beyond June 30, 2021, the FMAP adjustment would remain increased by 6.2 percentage points until the end of the emergency period. The Heroes Act would make several other changes to the Medicaid and CHIP programs. This includes blocking implementation of the Trump administration’s Medicaid Financial Accountability Rule during the emergency, increasing the federal Medicaid matching rate for home- and community-based services, and providing full federal funding (i.e., a 100 percent FMAP) to Indian Health Service providers.
